Kadray

Kadray is called the Lord of Time in the cartoon and "the Invincible Wizard" on the toy packaging. He rides a winged bull named Triton. His weapon in the cartoon is the Time Sceptre, in the toy a glow-in-the-dark "laser bazooka". He appears in "The Lord of Time" episode where he gets hit by a blast from his own scepter and turned into a baby. He is left to be raised properly by the Desert Sprites.
